The tool description exactly as an MCP client receives it in tools/list — it doubles as the full behaviour of the endpoint.

Your organization's company lists (id, name, kind, client, auto_exclude, size, how many the index knows). `client` narrows to one agency client's lists plus the organization-wide ones. Pass list_id for one list, with a sample of its members.

Over REST, parameters go in the query string.
