Queue new delivery attempts with the ORIGINAL stored bytes (nothing is re-rendered or re-charged). Either one `delivery_id`, or a `subscription_id` with optional `since` (matches created after) and `states` (the matches' latest delivery state to pick, default ['dead', 'failed']). A match whose delivery is still pending is skipped. No record cost. At most 1,000 per call.

Errors follow one format.
