The tool description exactly as an MCP client receives it in tools/list — it doubles as the full behaviour of the endpoint.

Your organization's people lists (id, name, client, size, version). No record cost. `client` narrows to one agency client's lists plus the organization-wide ones. A list is filled by a subscription's people_list sink (no webhook endpoint needed) or add_people_list_items; read it with list_people_list_items. Deleting is REST-only on purpose (DELETE /v1/people-lists/:id): an agent must not be able to delete on a misread sentence.

Over REST, parameters go in the query string.

Errors follow one format.
